The value of a record is essentially what someone is willing to give you in return for it. The two factors that drive value are demand and condition. A high-demand record that is like new (near-mint) is likely of high value and may even have value when it is barely playable (noisy scratches). There are also records that, no matter what their condition (still sealed), have no value.
Cleaning records and keeping them clean is of utmost importance. A clean record will 1) sound better; 2) reduce wear on the record itself and 3) reduce wear on your record player needle (stylus).
Of note, you can removen dirt/grime/grease/mold/etc. from a record but you can't remove a scratch or, in most cases, fix a warped record.

However, the general idea is that rigorous cleaning is not necessary for a record that is handled and stored properly. Proper handling includes not touching the record surface with greasy fingers while proper storage includes putting the record back in its inner sleeve and into the cover and storing it vertically in a "not hot" and "not wet" environment (attic="Bad", wet basement/garage="Bad").
We generally assume that records haven't been handled or stored properly and, as a result, do a lot of deep cleaning
